thre is a problem for the last few months with il2.php.net. 
it doesnt function really well, in fact, for israely users, its slower than the international site.

the php.net site is reffering to il2.php.net.
most of the time il2 is unavailable.
please fix that problem asap (or reffer to another proxy mirror)
