1) you need php_oci.dll
2) you need OCI client libraries

all of this exists... <?phpinfo();?> write all ok... but still "Call to undefined function: ocilogon()"

please provide your php.ini
and the output of the following:

phpinfo();

print_r(get_loaded_extensions());

print_r(get_defined_functions());
