I installed pdflib in /opt/pdflib-3.03
./configure --with-apache=../apache_1.3.14 --with-pdflib=/opt/pdflib-3.03

Upon further inspection it seems I might have a system/ld problem. Am reinstalling from scratch and assuming it's not a php problem.
