Sorry to send a general question to the bug report people, but I had no idea how to ask a general question.
My question is: Is there any way to to convert a Microsoft Excel Spreadsheet to HTML using PHP?

The bug system is not meant for "just questions". try to ask on the php-general of php-win mailing lists.
IIRC you can use PHP's COM functions on Win32 to access Excel sheets.
