Replicated with ./configure --with-gdbm=/opt/gnu

and where you don't have gdgm.h on an include path that
gcc would pickup by default.

When checking out where gdgm.h is
checking for gdbm.h... no
Try /usr/local/include/gdbm.h
checking for /usr/local/include/gdbm.h... no
Try /opt/local/include/gdbm.h
checking for /opt/local/include/gdbm.h... no
Try /usr/pkg/include/gdbm.h
checking for /usr/pkg/include/gdbm.h... no
Giving up - You need to install gdbm.h somewhere

Shouldn't configure also have used the argument given to
the --with-gdbm option, as it does for other packages?

Please verify that it?s still happening using the latest version of PHP (release 4.0.1pl2 or CVS).

Fixed in PHP4.0.3RC2.
DB extension is no longer enabled by default and using --with-gdbm is preferred.
