This bug may be related to bug #3966 but reason for exit is different as far as I can tell.

I'm trying to install PHP on a server running Stronghold:

Server version: Stronghold/2.4.1 Apache/1.3.3 C2NetEU/2409 (Unix)
Server built: Oct 21 1998 16:34:17

OS is: RedHat Linux 2.2.12-20 #1 Mon Sep 27 10:40:35 EDT 1999 i686 unknown

PHP configuration line:
./configure --with-mysql --with-apache=/usr/stronghold/

Started compiling using "make", encounters errors and quits. Here are the last few lines from the compilation procedure:
-----------------------
In file included from sapi_apache.c:32:
/usr/stronghold/src/include/httpd.h:75: buffer.h: No such file or directory
/usr/stronghold/src/include/httpd.h:76: ssl.h: No such file or directory
make[3]: *** [sapi_apache.lo] Error 1
make[3]: Leaving directory `/home/mike/php/php-4.0.0/sapi/apache'
make[2]: *** [all-recursive] Error 1
make[2]: Leaving directory `/home/mike/php/php-4.0.0/sapi/apache'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/mike/php/php-4.0.0/sapi'
make: *** [all-recursive] Error 1
-----------------------

ssl.h and buffer.h are located here:
/usr/stronghold/ssl/include/ssl.h
/usr/stronghold/ssl/include/buffer.h

I think it's looking for them in the src/include directory but they are in the ssl/include directory, I'm not sure if this is a Stronghold specific issue.

Looks like it will compile fine after a small adjustment.

I edited the config_vars.mk file and added "-I/usr/stronghold/ssl/include" to the INCLUDES section.
