Bug #4273 Problem during 'make' step

While trying to install PHP 4.0 RC1 on a Digital Alpha running OSF/1 v4.0 I've run into a problem.

After doing: ./configure --with-apache=../apache_1.3.12 --enable-track-vars

and then running 'make', I receive this error:

Make: Cannot open /udir/gconnor/php4.0RC1/build/./config_vars.mk.  Stop.

Now, thinking there's just some little configure script problem, I tried copying config_vars.mk into the build directory, and then running 'make'.  

This resulted in:

Making all in Zend
Making all in ext
Make: Makefile, line 20: syntax error.  Stop.
*** Exit 1
Stop.

Has this problem been found before?  I hope there's a quick fix, thanks.
