I just made
./configure --with-apxs
make install

and it always fail on this file.
My Linux installation is quite standard.

We have implemented a workaround for this. Please upgrade to PHP 4.0 RC2.

I still get the same problem with RC2.
Here's what I get :

It looks to me like this happens when your header files do not match your installed kernel.
ie. the /usr/include/linux and /usr/include/asm symlinks point to a /usr/src/linux
tree that isn't the same as the kernel you are running.
