if the string contains cedillas or accentuaction (Portuguese, Spanish),
functions:
strtoupper or strtolower
misbehave preserving the original
status of the accented letters 

(we use php through  servers at 
Digital Nation and Rapidsite)

can't reproduce this in current versions using
setlocale("de_DE") and strings containing 
german umlauts 

maybe you are not using correct locale settings 
but plain "C" instead? (this works for ascii chars only)
