I've come across a problem with PHP in my timezone. Everything worked fine until October 1 when we switched from New Zealand Standard Time (NZST, GMT+1200) to New Zealand Daylight Time (NZDT, GMT+1300). Suddenly many things have stopped working, with session timeouts occuring all the time etc. I believe this is because PHP only supports timezones in the seconds range of -43200 to 43200, or -1200 to +1200. New Zealand is currently in GMT+1300, it looks like this is causing the problems I'm experiencing.
