System : Window NT Workstation 4.0 SP6a
PHP : 4.0.6 apache sapi mode
WebServer Apache 1.3.20

php 4.0.6 not support exec().

error message is unable to fork.
I need exec() function.

and 4.0.7dev is not support crypt().
I need crypt() function too.
