With PHP4.0.4pl1 error like this
Warning: MySQL Connection Failed: Can't initialize character set 18 (path: default)


But with PHP4.0.3pl1 everything clear no error

I use MySQL with default-character-set=tis620

This should be fixed with PHP 4.0.6, please try the 
latest release candidate:
