If you attempt to post a multipart/form-data form without supplying a file in the browser, php creates a zero length temp file, but does not remove it after script execution.

Form Example:

<FORM ACTION="index.php" METHOD="post" ENCTYPE="multipart/form-data">
<INPUT TYPE="file" NAME="file">
</FORM>
