Bug #8606 php-config --includes returns the wrong values

php-config --includes returns:
-I${prefix}/include/php -I${prefix}/include/php/main -I${prefix}/include/php/Zend -I${prefix}/include/php/TSRM

It should reference the variable in that expression but can't due to the fact that the string is put in single quotes.  Change the single quotes to double quotes and that fixes the problem.
