Description:
------------
Documentation for strptime
"tm_sec" Seconds after the minute (0-61)

Surely this should be (0-59)? There are only 60 seconds in a minute.

Reproduce code:
---------------
---
From manual page: function.strptime#Return Values
---

Expected result:
----------------
"tm_sec" Seconds after the minute (0-59)

Thank you for taking the time to write to us, but this is not
a bug. Please double-check the documentation available at
http://www.php.net/manual/ and the instructions on how to report
a bug at http://bugs.php.net/how-to-report.php

There could be leap seconds... this comes straight from the Unix manual as well.
