The flush() description starts with the following:

"Flushes the write buffers of PHP and whatever backend PHP is using (CGI, a web server, etc). This effectively tries to push all the output so far to the user's browser.

flush() has no effect on the buffering scheme of your web server nor the browser on the client side."

So, paragraph 1 says that flush() flushes the write buffers of a web server, but paragraph 2 days that it has no effect on a web server's buffering scheme. It is unclear from this description what impact flush() has on a web server's buffering, if any.

The following paragraphs describe several server-based restrictions, so perhaps the 1st paragraph should be corrected as follows:

"Flushes the write buffers of PHP and tries to flush the write buffers of whatever backend PHP is using (CGI, a web server, etc)..."

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
