The docs at http://de3.php.net/manual/en/class.locale.php#intl.locale-constants say "These constants define how the Locale" I'm not really sure what exactly is meant, so no proposal for better wording.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
