Where did you find README.TESTING2? In the PHP source archive?
run-tests.php is in that same archive.

README.TESTING2 is part the PHP-5.2.6 release package and the latest CVS snap-shot.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

The file is called server-tests.php and server-tests-config.php
