Add instructions to http://doc.php.net/php/dochowto/cvs-login.php how to access repository in a readonly way and how to provide a patch for documentation to help people start without PHPDOC CVS account.

Include instructions from http://www.php.net/anoncvs.php

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
