From page http://www.php.net/download-docs.php I downloaded file php_manual_cs.tar.gz. In HTML files is coded in UTF-8, but in head section is declaration "CONTENT="text/html; charset=ISO-8859-2". That's why browser uses bad charset.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

Should be fixed now.
