tzdata 2006p has been released, which includes a DST update for Western Australia that takes effect this Sunday, December 3. (The legislation only went through last week, hence the short notice.) As a result, PHP's internal time zone database will need to be updated.

Should I file a separate bug on pecl.php.net/timezonedb to request a new release of that?

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

This is now fixed in CVS, and a new version of the PECL package has been generated as well.
