I think the result of using timezone 'Asia/Tehran' is wrong, should be GMT+3:30, not GMT+4:30. And you can view the Windows timezone control panel or others informations, Tehran use timezone is GMT+03:30.

Expected result:
----------------
GMT time now is 2006-08-14 13:54:51 Asia/Tehran

Actual result:
--------------
GMT time now is 2006-08-14 14:54:51 Asia/Tehran
