Description:

If regular expresion contains symbols in koi8-r charset, 
the modifier is ignored. 

Reproduce code:
---------------
$datatext="Привет, это пример к слову 'привет'";
echo preg_replace('/(&#1087;&#1088;&#1080;&#1074;&#1077;&#1090;)/i','<b>${1}</b>',$datatext);

Expected result:
----------------
&#1055;&#1088;&#1080;&#1074;&#1077;&#1090;, &#1101;&#1090;&#1086; &#1087;&#1088;&#1080;&#1084;&#1077;&#1088; &#1082; &#1089;&#1083;&#1086;&#1074;&#1091; '<b>&#1087;&#1088;&#1080;&#1074;&#1077;&#1090;</b>' 

Actual result:
