I made a sapi called "miniphp" that can run php scripts from command line (same as cli sapi) but also contains a small webserver aimed for administration webs.
So the miniphp sapi can be used to include web-administration-frontends at minimal size.

./miniphp -r /path/to/webroot -c /path/to/php.ini -b 0.0.0.0 -p 8080 -u nobody -g nogroup

would start a Webserver at :8080 and serve images and php scripts from /path/to/webroot.
