When trying to access http://rsync.php.net/ I get an error:

Connection was refused

This is linked from the PHP Doc documentation at http://doc.php.net/php/dochowto/chapter-online-generation.php

Expected result:

It should load the website

The doc howto is simply wrong, there is no such thing.

This section in the HOWTO for documenting PHP is totally out-of-date. I'd guess the whole thing needs a rewrite..
