Description: ------------ Here the two notes that are in the documentation for move_uploaded_file() : Note: When safe mode is enabled, PHP checks whether the files or directories you are about to operate on have the same UID (owner) as the script that is being executed. Note: move_uploaded_file() is not affected by the normal safe mode UID-restrictions. This is not unsafe because move_uploaded_file() only operates on files uploaded via PHP. One may be true : either safe_mode check UIDs, either it doesn't, but not both. If I'm correct, whe should delete the first note.
