I cannot find any gnu_gettest.dll nor libintl-1.dll file in the zip distribution file. It concerns version 4.3.8 and 4.3.9RC1. I havent tested other, yet.

Those files are no longer needed as of 4.3.9 and 5.0.0.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

"libintl-1.dll is not needed as of PHP 4.3.8, iconv.dll is not needed as of PHP 5."
