There is no way to detect existing namespace declarations in a domelement.

The user-note also makes some comments on the bahaviour of set_namespace() but that issue is not as important as the lack of namespace declaration detectability. This is of particular importance when importanting exteernal XML data into DOMXML objects.

Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at 
http://www.php.net/downloads.php

This problem has been fixed in PHP 5.
No new functionality will be added to PHP 4.
