PHP 4.2.3, 4.3.0pre1, and 4.3.0pre2 all fail to parse the '-r' option when used with CLI (php-cli.exe on 4.2.3, and php.exe on the others).

C:\WINDOWS\DESKTOP\php-4.3.0pre2-Win32>php -r 'phpinfo();'
PHP Parse Error: parse error, unexpected $ in Command line code on line 1

On windows you need to quote the arguments using " not '.
