When using the file function on an http document that is down (for example today 1/26 dailynews.yahoo.com was 
down)  I had a page to go and get the news from dailynews.yahoo.com.  When dailynews.yahoo.com was down, the 
page never loaded, it hung.  I know I can use socket_set_timeout or something like that, but this doesn't 
effect the file() function.

I'm not familiar with the code behind the file() function myself, but would you mind trying this with a more recent version of PHP?

If the bug was fixed by someone else somewhere along the way, there's no need to try and fix it again.

This bug has been fixed in CVS. Snapshots of the CVS tree are packaged
every three hours; this change will be in the next snapshot. You can grab
the snapshot at http://snaps.php.net/. In case this was a documentation 
problem, the fix will show up soon at http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites.
