odbc_num_rows keeps returning -1 (I'm aware of the statement in the online documentation, but will this be fixed?)
Will odbc_num_rows ever be useable with all ODBC drivers?

What database are you having difficulty with?  
odbc_num_rows only asks the ODBC Driver to return the row count, if the ODBC Driver fails at this, there is nothing PHP can do to counter this.
