The configure --with-pear=dir option doesn't appear to work.  The dir is ignored and PEAR is always installed into /usr/lib/php

In configure PEAR_INSTALLDIR is only set if "x$PHP_PEAR" = "xDEFAULT".

This is a problem when building an RPM as a non-root user.
