PDO_OCI driver doesn't support the function getColumnMeta

http://php.net/manual/en/pdostatement.getcolumnmeta.php


I did a PR for the implementation

Test script:

$db = new PDO("oci:dbname=myDB", "User", "Password");
$stmt = db->prepare("SELECT ...");
$stmt->execute();
$stmt->getColumnMeta(0); // Error function not implemented
