Attempting to build ext/pgsql against libpq 7.3 results in the following:

/vagrant/php-src/ext/pgsql/pgsql.c: In function ‘zm_startup_pgsql’:
/vagrant/php-src/ext/pgsql/pgsql.c:1130: error: ‘CONNECTION_SSL_STARTUP’ undeclared (first use in this function)

config.m4 doesn't check for this constant, nor is it currently #ifdef'd.

The fix for this bug has been committed.
