When rawurlencode was updated to conform (http://svn.php.net/viewvc?view=revision&revision=260750) to RFC 3986 (http://www.ietf.org/rfc/rfc3986.txt), the EBCDIC version of the code was not brought into line.

Attached is a patch that simply adds the tilde character to the list of exempt characters in the function, as per RFC 3986.

This bug has been fixed in SVN.

Snapshots of the sources are packaged every three hours; this change
