Sorry... i forgot to tell you the link...

Here it comes:
http://php.net/manual/en/ini.core.php

Seems that it defaults to '1' on the CGI SAPI, but to '0' on the CLI SAPI on both the 5.2 and 5.3 branch. I haven't tested other SAPIs. Additionally, the "default" php.ini claims it defaults to '1', the table in this bug report says '1' and the description on http://php.net/ini.core#ini.cgi.fix-pathinfo says '0'.

I'm not sure what would be the best way to document this in the table.

I don't either, but wanted to quickly mention that these default values
come from doc-base/scripts/iniupdate/* so it'll have to be taken into
account while dealing with this bug.

That INI setting is only relevant (and only available) when using the
F/CGI SAPI, in which case the default value is 1.

Log: Fixed PHP bug #51075 (Default value for cgi.fix_pathinfo in docu is wrong) + a little cleaning
 [2010-02-24 09:28 UTC] degeberg@php.net
This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.
